Russia reportedly has been helping Iran develop a supersonic anti-ship and land-attack cruise missile since 2023. Such a disclosure should force Washington and its allies to detail how they are countering Russian-Iranian military-technical cooperation, especially since the current sanctions architecture focuses on banking more than patent filings, travel, and engineering correspondence.
The project, codenamed C430L, centers on a ramjet propulsion system, organized by Rosoboronexport, Russia’s state arms exporter, and NPO Mashinostroyenia, a sanctioned rocket design bureau, and formalized in November 2023 after multiple visits by Russian officials to Iran. Russian engineers reportedly analyzed data from Iran’s own ramjet program; Iran since has built and tested a resulting design, though it has yet to deploy the missile.
Washington expects the world to fall in line behind an “economic outcast policy” to levy sanctions on countries and entities facilitating trade with Iran.
Jim Lamson, a former Iran-focused Central Intelligence Agency analyst, told the Financial Times, “If the Russians are able to help the Iranians fix their technical problems, I think this would be one of the more impactful areas of Russian military-technical assistance to Iran in recent years.”
On August 31, 2026, Treasury Secretary Scott Bessent told to his Russian counterpart Anton Siluanov that Washington expects the world to fall in line behind an “economic outcast policy” to levy sanctions on countries and entities facilitating trade with Iran. Bessent’s message to Siluanov reportedly was blunt: Any attempt to help Iran bypass sanctions will end in Russia’s economic ruin. Siluanov, however, brushed off the warning, saying Russia will act according to its own national interests.
Meanwhile, Russia and Iran are finalizing the integration of Russia’s Mir payment system with Iran’s Shetab to facilitate transactions and create an alternative for Visa and SWIFT by combining retail card interoperability with direct interbank messaging to bypass Western sanctions. The financial architecture connecting Moscow and Tehran—gold bullion, Emirati shell companies, and backdated invoices through Bank Melli—is exactly what Treasury and its Office of Foreign Assets Control are built to chase. But a parallel channel has opened that has nothing to do with currency, and no sanctions authority in use is built to stop it: the direct transfer of weapons-relevant technology and expertise.
In October 2024, the Islamic Revolutionary Guard Corps announced the use of Fattah-1 hypersonic missiles in strikes on Israeli territory. The next month, Russia used the Oreshnik system for the first time against a target in Dnipro. The media discussed both events as a “new frontier” in missile strikes. The visual similarity between Iran’s Fattah-1 strikes and Russia’s Oreshnik strike went viral across social media.
Russian state and state-adjacent media moved quickly to shut down that comparison. Within 48 hours in mid-June 2025, at least five Russian outlets ran near-identical denials: RIA Novosti quoted military expert Evgeny Mikhailov, AiF.ru quoted Russian Air Force Major General Vladimir Popov saying Fattah and Oreshnik have “nothing in common”; MK.ru quoted an analyst calling them “completely different developments”; Mail.ru News and the military-affairs site Voennoe Delo ran the same line within the same window.
None addressed the obvious follow-up: If the two systems are unrelated, acknowledging a passing resemblance would cost Moscow nothing. That such a synchronized denial was necessary is worth Western attention.
Iran’s Fattah-2 hypersonic glide vehicle has a really weird “dancing” trajectory when launched. First used in combat around March 1, 2026, and reportedly employed against a fortified Israeli command facility, it also drew an immediate comparison from the defense publication Military Watch Magazine, which noted that the missile’s trajectory and speed resembled Russia’s own Oreshnik system.
The vulnerability is not confined to Russia’s relationship with Iran, and it is not confined to Russia acting alone. A Kh-101 cruise missile recovered after a January 2026 strike on Ukraine contained at least 47 foreign-made components, 35 of them American, alongside German, Chinese, Taiwanese, Dutch, and Japanese parts. Russia’s other principal precision-strike system shows the same pattern: Ukraine’s intelligence, HUR, examined debris from Russia’s UMPK glide-bomb kits in July 2026 and traced 22 identified component manufacturers, ten American, six Chinese, four Swiss, and two each Irish and Japanese, finding that 71 percent of the microelectronics inside these kits come from firms based in Western-aligned states.
The New York Times reported later that Russia’s military intelligence service has run a procurement operation inside Japan for years, using commercial cover, including, historically, Aeroflot’s Tokyo office, to acquire the dual-use machine tools and microelectronics. Ukraine’s sanctions envoy estimated in June 2026 that Japanese-made components turn up in roughly 90 percent of Russian missile and drone types that Ukrainian investigators have examined.
Japan is one of the world’s largest exporters of exactly the technology this network wants, and as of this year it still has no standalone espionage statute; a dedicated counter-espionage statute is not expected before 2027.
To plug the gap, Western countries need to undertake four fixes:

First, they must apply secondary sanctions on the intermediaries that move technology, not just money. Generation Trading FZE was designated only after journalists traced its stainless-steel shipments and Bank Melli account, well after the transactions occurred. Treasury should be pushing partners to flag patent filings, joint research travel, and design-bureau contracts in something closer to real time, the same scrutiny already applied to wire transfers.
Second, there needs to be legislative harmonization and not just cooperation with Japan and other allies. Washington has leaned on Tokyo for chip-export enforcement for years while treating Japan’s absence of a basic espionage law as someone else’s problem.
Third, the United States and Israel must more openly monitor intellectual property and patent flows. Journalists and analysts reconstructed both the Alabuga patent and the C430L program working from leaks and public filings. There is no reason discovery by a Ukrainian non-governmental organization should beat multibillion-dollar intelligence agencies.
Finally, Israel should designate Russia an unfriendly state. Israel has direct security exposure to nearly every thread in this story, yet it has not applied even the symbolic diplomatic tool of an unfriendly-state designation to the country facilitating that assistance, and Russian officials continue to receive routine airtime on Israeli television. That is a policy choice that sends the wrong signal.
