Its moralizing English-language messaging on the al-Jazeera satellite channel often differs starkly from the incendiary output delivered in Arabic by the same outlet. For the most part, Qatar manages to evade scrutiny and consequences for this modus operandi. What are the main components of Qatar’s messaging?
