Five months into the war with Iran, one fact governs every air defense decision from Tel Aviv to Abu Dhabi. The constraint is not coverage. It is magazine depth. The radars see the missiles. The interceptors run out.
The United States and Israel field the only mature multi-tier architectures in the region. They engage Iranian threats across every altitude band, up to and including intercepts in space. The United Arab Emirates and Saudi Arabia field the strongest Gulf systems, built on Patriot and THAAD. Kuwait and Bahrain defend priority nodes with Patriot. Jordan intercepts at a high rate and publishes no inventory at all.
The arithmetic is unforgiving. The Center for Strategic and International Studies estimates that the United States had received roughly 534 THAAD interceptors and 506 SM-3 missiles by the end of 2025. The twelve-day June 2025 war consumed more than 150 THAAD rounds and about 80 SM-3s, as CSIS reports. One short campaign burned through roughly a quarter of every THAAD interceptor the Pentagon has ever purchased. The current war compounds the problem. Within days of the strikes that opened it in late February 2026, one published estimate put allied Gulf expenditure at 800 PAC-3 MSE or THAAD rounds.
The judgment for planners is simple. The region defeats limited and moderate raids well. Sustained ballistic barrages are a stockpile problem, not a coverage problem. What follows is an inventory of what each country fields, what industry can replace, and how long the magazines last.
What Each Country Fields
United States
The American contribution spans sea, land, and air. At sea, Aegis warships fire SM-2, SM-3, and SM-6. SM-2 handles aircraft and anti-ship missiles at fleet ranges. SM-3 performs hit-to-kill intercepts of ballistic missiles in the midcourse and upper layers. SM-6 is the one round that performs anti-air warfare, anti-surface warfare, and sea-based terminal ballistic missile defense in a single airframe. On land, the Army fields Patriot PAC-3 MSE and THAAD as the principal ballistic effectors. The FY2026 weapons book describes a THAAD battery as six launchers with 48 interceptors, and it funds 245 PAC-3 MSE missiles plus 25 THAAD interceptors, with 12 more in mandatory funding. Below those tiers, Coyote, LIDS, and C-RAM provide point defense against drones and cruise missiles. That low tier matters. It is the only affordable answer to mass one-way attack drones.
Stock depth is the weak point. CSIS counts eight fielded THAAD batteries. Fully loaded, those batteries commit 384 interceptors to launcher rails before a single reserve round is counted. The reserve is what the June 2025 war spent. The strain is now visible in deployments. By mid-2026 the United States had reportedly begun shifting air defense assets from other theaters, including THAAD components from South Korea, into the Middle East.
Israel
Israel fields the densest and most integrated layering in the region. The architecture stacks Iron Dome at the low tier against rockets, drones, and cruise missiles. David’s Sling holds the middle tier, engaging ballistic and cruise missiles at ranges of roughly 40 to 300 kilometers. Arrow-2 and Arrow-3 sit at the top of the stack, with Arrow-3 killing ballistic missiles in space. C-Dome extends the low tier to Sa’ar 6 corvettes at sea, and Israel Aerospace Industries’ Barak family adds a further ground and naval band. An American THAAD battery deployed in Israel fought alongside Arrow through the June 2025 exchanges. Quantities are classified. Open sources put Iron Dome at roughly ten to twelve batteries. Battery counts for David’s Sling and Arrow remain unpublished. Treat the first figure as medium confidence and the second as low.
One public signal matters more than any battery count. Israel signed a contract in July 2025 to accelerate serial production of Arrow interceptors at Israel Aerospace Industries. In April 2026 the Ministerial Committee for Procurement approved a further acceleration. Governments do not surge production of interceptors they hold in surplus. Arrow rounds are the recognized bottleneck of Israeli ballistic defense.
United Arab Emirates
The UAE was the first country outside the United States to deploy THAAD, and the Missile Defense Advocacy Alliance notes that two American-owned Patriot batteries deploy there as well. The official quantity points are firm floors, not full inventories. A May 2017 case covered 60 PAC-3 missiles and 100 GEM-T missiles for $2 billion, and it recorded that the UAE has fielded Patriot since 2009. A May 2019 approval added 452 PAC-3 MSE interceptors. An August 2022 package added 96 THAAD missiles and two launch control stations for $2.245 billion, and it stated that the UAE already employs the system.
The architecture remains ground-based. No Emirati naval layer comparable to Aegis exists in the public record. Patriot and THAAD do the heavy lifting, and American-operated systems add depth the UAE does not own.
Saudi Arabia
Saudi Arabia carries the largest publicly visible Gulf ambition. The October 2017 notification covered 44 THAAD launchers, 360 THAAD interceptors, 16 fire control stations, and seven AN/TPY-2 radars for an estimated $15 billion, adding an upper tier to the Kingdom’s layered architecture. The first Saudi THAAD battery was launched into service in July 2025 at a ceremony in Jeddah. On January 30, 2026, the State Department approved a possible sale of 730 PAC-3 MSE missiles for $9 billion, one month before the war began.
The Patriot backbone is real and long-standing. Open sources commonly estimate about ten batteries. Treat that figure as medium confidence, not an official count. No mature Saudi naval ballistic missile defense layer exists. The official picture is clearest at the interceptor level: 360 THAAD rounds ordered, 730 PAC-3 MSE rounds requested, and a Patriot force in continuous combat since March.
Kuwait
Kuwait’s documented architecture is Patriot, full stop. A May 2020 case approved 84 PAC-3 MSE missiles, two test missiles, and 35 launcher upgrades to the A903 standard for $800 million. An April 2025 package covered recertification and stockpile reliability work on the legacy PAC-2 GEM and GEM-T rounds. A January 2026 sustainment case added $800 million more. The mixed magazine is deliberate. MSE takes the ballistic threats. GEM-T takes aircraft and cruise missiles.
The force is active, not theoretical. Kuwaiti defenses have engaged Iranian missiles and drones repeatedly since the war began. The official record gives no clean total for launchers or batteries. Confidence is high on the missile holdings and low on the exact force structure behind them.
Bahrain
Bahrain fields the smallest force in scope and the best-itemized one. The May 2019 request covered 60 PAC-3 MSE missiles, 36 GEM-T missiles, nine M903 launching stations, two AN/MPQ-65 radars, and two engagement control stations for $2.48 billion. Bahrain inaugurated a Patriot base at Ras al-Bar in February 2024, and a combined U.S.-Bahraini air defense command post followed at the site in 2025.
The system has fought. Bahrain’s government said a Patriot intercepted an Iranian drone over a residential district on March 9, 2026, in an engagement that saved lives. The structure is one small national Patriot layer, legacy HAWK remnants, and deep American integration. Confidence is high on the itemized inventory and medium on how much of the fight is autonomously Bahraini.
Jordan
Jordan offers performance without a published inventory. On April 4, 2026, the Jordanian Armed Forces reported that 281 Iranian missiles and drones had targeted the Kingdom in the five weeks since the war began: 161 missiles and 120 drones, with 261 intercepted. The intercepts have not stopped. On July 24 alone, Jordanian air defenses and Royal Jordanian Air Force fighters downed seven missiles and six drones.
Amman publishes nothing comparable to the American foreign military sales record. The balance of evidence points to fighters, undisclosed national ground systems, short-range counter-drone equipment, and coalition cueing rather than a large indigenous Patriot or THAAD force. Jordan proved the coalition model in April 2024, when it helped the United States, Britain, and France intercept the first direct Iranian barrage against Israel. Confidence is low on force structure and high on demonstrated combat activity.

The Production Problem
Expenditure is instant. Replacement is not. CSIS documents a THAAD delivery gap running from July 2023 to April 2027, with roughly 100 already-procured interceptors waiting in the pipeline. SM-3 deliveries ran to 39 in 2025, with 66 more expected in 2026. Budgets have moved without leaping. The FY2026 request funds 245 PAC-3 MSE missiles and 37 THAAD interceptors across its accounts. The war consumes those quantities in weeks.
The deeper problem is the demand signal. Continuing resolutions and episodic supplemental bills tell industry to build surge capacity without promising to buy its output. The Pentagon reprogrammed more than $700 million into FY2025 THAAD procurement from prior Israel supplemental funds, enough for roughly 45 missiles. Emergency money replaces rounds. It does not build factories. The January production frameworks exist to fix exactly that.
Industry is responding at scale. Lockheed Martin reached an agreement in January 2026 to lift PAC-3 MSE production from roughly 600 to 2,000 missiles per year over seven years, after delivering 620 in 2025. A second framework, signed January 29, quadruples THAAD output from 96 to 400 interceptors per year and broke ground on a Munitions Acceleration Center in Camden, Arkansas. Boeing agreed in April to triple PAC-3 seeker production. In Europe, MBDA doubled total missile output between 2023 and the end of 2025, plans another 40 percent increase in 2026, and is doubling Aster production. Israel is accelerating Arrow. Rafael and Israel Aerospace Industries publish no annual unit figures for Tamir, Stunner, or Arrow.
The planning conclusion is narrow. PAC-3 MSE is the one interceptor in this set that can be surged on a multi-year rather than decade-long horizon. THAAD improves from a very low base, so rearming even one major ally after heavy expenditure is a two-to-several-year problem. SM-3 reconstitution is similarly slow. Israel’s upper tier is effective, capacity-limited, and opaque. Factories, not communiques, now set the tempo of regional defense.
The Coalition Network
The structural change of the past two years is fusion. On January 12, 2026, CENTCOM and regional partners opened the Middle Eastern Air Defense Combined Defense Operations Cell at Al Udeid Air Base in Qatar. The cell sits inside the Combined Air Operations Center, which includes representatives from 17 nations, and it follows bilateral combined command posts for air and missile defense opened with Qatar and Bahrain in 2025. The region is moving from parallel national systems toward a single American-enabled network.
Combat proved the concept before the bureaucracy caught up. In April 2024, the United States, Britain, France, and Jordan helped intercept Iran’s first direct barrage against Israel: some 170 drones, 30 cruise missiles, and 120 ballistic missiles, with roughly 99 percent stopped. In 2026, Jordanian, Gulf, and American systems have engaged the same raids night after night, under shared warning and shared cueing.
The network is strongest along the sensor and command arc that runs from Israel through Jordan to the Gulf. It is weakest where a long war hurts most: national magazine depth. Bahrain has a command post and a small magazine. Jordan has results and no published magazine. Saudi Arabia and the UAE stand more autonomous than either, and both still lean on American sensors, cueing, and resupply.
The Engagement Math
The estimates below serve strategic planning, not fire control. Four assumptions govern. Defenders salvo two interceptors at each high-value ballistic target. Official sale and delivery data set a floor, not a full inventory. A THAAD battery holds 48 ready interceptors. The model ignores radar attrition, command delays, and engagement quality, so real capacity runs lower than the table math.
Cost discipline shapes the doctrine. A THAAD round runs $12.8 million. SM-3 variants run $8 million to $25 million. An Iranian one-way drone costs a fraction of the cheapest interceptor. That asymmetry is why the low tier and the guns exist, and why the expensive rounds must be reserved for the threats that kill.
One THAAD battery therefore offers about 24 ballistic engagements before reload. Two batteries offer about 48. The June 2025 expenditure of more than 150 THAAD rounds equaled roughly 75 two-shot engagements consumed in twelve days. The 80 SM-3s equaled about 40 more.
Saudi Arabia’s 360 ordered THAAD interceptors equate on paper to about 180 upper-tier engagements. The caveat is decisive. The Kingdom stood up its first battery only in July 2025, so near-term capacity runs far below the full-package arithmetic. The 730 PAC-3 MSE case is reinforcement for 2027 and beyond, not missiles in magazines today.
The UAE’s narrowest public floor from the 2017 and 2022 cases is 256 interceptors, or about 128 mixed engagements. The 2019 approval of 452 PAC-3 MSE lifts the approved total above 700, though approvals are not deliveries. The Emirates can mount a serious, sustained defense of Abu Dhabi and critical infrastructure. They cannot mount an unlimited one.
Kuwait’s 84 MSE rounds imply about 42 high-end engagements, with recertified GEM-T stocks adding depth against aircraft and cruise missiles. Bahrain’s 96 documented Patriot rounds imply about 48. Both countries defend nodes, not national airspace.
Israel resists magazine math because the quantities are classified. The layering is the deepest in the region, and the Arrow acceleration is the tell: in a multi-week strategic barrage, Arrow consumption paces everything else. Jordan resists the math for the opposite reason. The record shows performance, 261 of 281 threats downed by early April, with no public magazine behind it.
The engagement sequence is consistent across every raid. Long-range radars cue first. Arrow-3 and SM-3 engage in space where geometry and doctrine allow. THAAD and Arrow-2 take the surviving ballistic tracks high in the terminal phase. PAC-3 MSE, David’s Sling, and SM-6 fight the middle band. Iron Dome, C-Dome, and GEM-T clean the low tier. Guns, Coyote, C-RAM, and fighter aircraft finish the leakers. Layers decide outcomes. No single system does.

Implications
Three conclusions follow. First, magazines decide. Coverage maps flatter. Stockpile curves rule. Second, layers beat systems. The United States and Israel hold because they stack five tiers from space to point defense. Partners that field one tier defend points, not nations. Third, production is strategy. The Lockheed frameworks, the Boeing seeker deal, the MBDA surge, and the Arrow acceleration are the real force posture of 2027 and 2028.
Washington should measure every choice in this war against one question. Does it add interceptors to allied magazines faster than Iran adds missiles to its rails? Fund the ramp. Keep the network fused. Treat interceptor depth as the pacing item of American strategy in the region, because Iran already does.
