Child sexual exploitation in Rotherham was allowed to carry on almost unchecked for 16 years despite three previous reports which identified the problem.
In 2002 a Home Office report into child sex abuse contained "severe criticisms" of the police and local council for their "indifference" to what was happening under their noses.
It presented a clear picture of a "high prevalence of young women being coerced and abused through prostitution".
